It rains in southern Ireland, we have terrible rain in the NW UK lots of the year. This is obviously OTT, but we've had terrible floods (Cockermouth) in the last few years. Some are avoidable due to poor flood maintenance. This one is very unusual.... Whomsoever 'takes ownership' of the weather - what is your point???
