i do not see a concrete decision in voting for the war in this video. she has repeatedly said that it's a hard decision. "that the president will seek a UN resolution, and avoid war if at all possible" and she cast the vote with conviction. meaning she was not for the war completely. a 100% answer leaves no room for doubts and she has included doubts in her speech and was placed in a difficult situation. also i do believe hillary will make a better president than obama due to her expertise

Basically she is saying that she had no choice but to vote for the war. She is ceding all responsibility outright. I remember thinking at the time that she was simply misguided in thinking that Bush would use diplomacy before resorting to war.

Seeing this clip I can see her vote was not for or against the war but for the principle that the president should have absolute authority in matters of war and peace.

The unedited speech made upon voting in 02' is 20mins long, where she made it clear to Bush directly that her vote was not to interpreted as authorisation for preemtive, unilateral evidence on incunclusive evidence of WMD existing. She gave authorisation for force as a last resort only if WMD proven to exist by UN inspectors, and if diplomatic efforts to reach disarmament were exhausted 1st.
