Yeah he does sound like Steve Whitmire. And the Grease feel to the song is because it comes from well the 50's its a spoof on Get a Job by the Silhouettes it was sung in the movie American Graffiti.
Is the lavender Anything-Muppet who sings with Kermit in the song's bridge performed by Steve Whitmire? Sounds a lot like him. And personally, I love the "Grease" feel to the skit and song.

It's Jim, I'm very good at telling the difference between Jim's Kermit and Steve's Kermit and it's definitely Jim.
