Yep... that's a big limitation, and the reason we have thermometer limitation in general. I'm hoping that the rumored music-creation in the upcoming PSP LBP is as thorough as something like MTV Music Generator to allow those with enough talent to create short 8 track loops and connect them with the PS3 version as possible prize downloads for people.
Even now, people are developing stationary music wheels that don't rely on a vehicle and vertical movement to play short clips.
...now if they can fit a complex enough loop on one wheel mechanism, and design an off-screen or hidden mechanism for following the player, it could easily be used for a moderate form of custom soundtracks. A good system for something like this would be what is shown in deboerdave's Red Zone level with the classic "moving camera" invention.

you should just make it one platform than the default 3 to make it more original but two thumbs up for the effort :D

No, and it'll probably never be.
How would that work? You make a level and upload a 5MB MP3 file and it'll take forever for anybody to download your level.
