This is exactly the reason why I left NY over 22 years ago. Rent was high in the 80s and see nothing, nothing has changed. Rent is STILL sky high and nobody moves. There is not enough affordable housing or available housing. Now there is no 'rent controlled' program. It was like this 20+ years ago & see no improvements since I left. Some people got some serious decisions to make, stay homeless or leave NY. Sometimes U got to leave to do better - to experience a better quality of life!
@msiloveshoes You forgot to mention that service sector wages are still at rock bottom. Until working people get together again in NYC and challenge the plutocratic elite like they did in the early 20th C, we can expect more and more people to enter into homelessness, working or not.

@mrsevans1000 - This policy is the city's way of covering up homelessness. Their goal is NOT to provide for the people. Bloomberg wants to make NYC for the rich only, which makes no sense because the poor & working class are the support system for the blood sucking rich people.

I've always been a fairly Conservative Libertarian. That said... It's shameful that we (USA) have such tremendous wealth and still have hungry and homeless people among us. I understand about "personal responsibility" and the results of bad "life choices" but that still doesn't end our responsibility to our fellow Americans. We should ALL be ashamed of the plight of our less fortunate, regardless of how they wound up there.
Even if the state did, the City of New York confiscates the entire check, (except for $50 that you get to keep) the rest to pay your shelter expenses, so it wouldn't help much ;) (And thats if the father is even alive, and wasn't wounded or killed in combat )
Probably won't work for long, everyone I knew in the shelter lost their job eventually. Took us 2 years to eventually be eligible. With no family or friends anywheres near this city, our job was lost b/c of 9/11, They put us through hell.

long time ago nyc allow everybody to stay at shelters,i used to stay at Roberto Clemente in the bronx they never asked me for papers.
