It's actually like both. Phantoms drop endless waves of enemies, in Horde, endless waves of enemies come and you have to find weapons.

I never owned Halo 3 or any of the map packs so it was worth it for me.  However, if you've already got those, then I'd avoid it. While Firefight is fun and all, it's hard to justify paying $60 for what should've been a $20 DLC.
