Sorry sir your statement is incorrect. Many policical subdivisions such as cities, bougoughs and townships establish the Mayor as the top administrative executive. This can be established by the city charter which is based partly on the State Law pretaining to the establishment of said city etc. In some cities the Mayor and council hire a City or town manager who administers the day to day activities. Establishment of Departments such as police are part of the legal charter.

He said good I want to thank him. There was also a judge that got a dui by the same department. So dont say that there is any one above the law. That chief of ours runs a tight ship.
