That would be Minerva Mink, obscure cartoon character from Animaniacs.  I noticed when I was editing this together that the animators never stayed on model and seemed to draw her in their own style. She looks different from scene to scene in the same cartoon, sometimes like a cat or mouse like you said and sometimes even like a dog.
