So, at least taken in Budapest and Vienna...maybe other cities in Europe like Utrech or Amsterdam but I can't see any flags or particularly obvious clues....
Definitely Budapest Government building, on the water. And if you look closely at the Boat House or boat hotel that is in the video more than once, it is Flying the Flag of Hungary. Even though it is in black and white, you can tell.
Oops again, although it looks like Vienna, the building on the water is actually in Budapest. It looks a lot like City Hall in Vienna, but it's on the water, so it must be Budapest. But Karlsplatz is a station in Central Vienna...so....
Oops, it looks like Holland but the last frames in the video show Ketten Brucken Gasse which is a station in Vienna. Sorry, I think they are photos of Vienna, Austria. Similar architecture and boats to Holland. Also, the large building on the river looks like City hall of Vienna. Catherdral St. Stephens...a very famous structure seems to be in a few shots as well.
