It is harder to use than a parachute and thats why (in Finland) you need 250 "regular" skydives before you can use it.

And you do need a parachute whit the wingsute eventhough the sayd that you don't in a video.

The difference is in free running it might take you like 20 mins to get form point a to point b, cause your not in a rush, but in parkour it will be like 2 mins because it is about efficency, they are kinda the same but different philosophies.
