My friend has this 235 games in 1 thing, and one of the games is called "Pockemon Blue" so I was like, whats up with the name? I played it, and it's this game, and now I actually think this game is good. It's really quite fun, and that review to this game was purely unfair.

the bosses are basically all the other wacky racers (except dick dastardly, of course), and there are three stages with 3 or 4 levels each...
Stage 1: Creepy Coupe, Army Surplus Special, Buzz Wagon
Stage 2: Turbo Terrific, Converter Car, Compact Pussycat
Stage 3: Crimson Haybailer, Bulletproof Bomb, Arkansas Chuggabug, Boulder Mobile
