Actually, it is best to call 911 when the accident happens, and if you feel you are needed, then go ahead and stop, but do it safely so the flow of traffic is maintained (as in don't set up shop right there in the fast lane). The last thing needed is 2nd accident.

i recently got rear ended. well this guy stopped to help and put my friend(who broke her leg) in his car. when the paramedics got there i guess they had to cut off his door to get her out,hahaha(but i dont remember this since i was out of it)
