The FlameEffect is a bit of an in-joke at the moment - the plugin exists but shows no flames.
Re copying, sure, some effects will be copied. Some are original, though. The reasons for copying the effects are that a) Beryl plugins aren't portable enough to integrate in KWin directly b) KWin has many more actual window management features than Beryl so it is easier to add effects to KWin than add the WM to Beryl and move to Beryl.
so....where is the flame effect...i mean why dont you check out the h-effect instead...much cooler and more fun?

This will add a lot of dependency to KDE4 for GL.. :(

I don't see the flame in this one but it looks awesome... I just get the feeling that KWin is copying Beryl...
