It's long been clear that McCaffrey had his reservations. Trouble is, it was quite literally part of his job description to lie to us on behalf of a codified political agenda: the law states that the ONDCP's mandate includes opposing the legalization and regulation of any scheduled substance. Resigning in disgust would have been the menschy thing to do.

It'll be interesting to see if this new guy Kerlikowski manages to thread the needle any better.

Well, Canada isn't without its stumblings on drug policy issues. Stephen Harper and the Conservatives continually deny the benefits of harm reduction strategies and instead pump millions of dollars in funding into drug law enforcement. While it's not an all-out "war" in Canada as it is in the US, there's still a generally apathetic attitude (and widespread confusion) towards the social justice issues surrounding drug use and abuse.
