He does not roll his arm over, its a sideways , low action. Not a good action still. They should not allow this kind of sideways, its like a fielder throws to the stumps. Malinga's action is based on Jeff Thomson's 'slingshot' action, except Thommo was not sideways like Malinga is.

RP Sing is a Fast Medium bowler and Shoaib Akhtar is a Fast bowler. He has a natural hyper extension arm, which enables him to generate serious pace. RP Singh or any fast bowler around the world can on fast tracks generate speed round about 140kph but consistently and on slower tracks is what matters.
