Thats a GPS Receiver.

What it is, is an Plug-in thing for a PSP it plug into the top where the USB mini is.

I assume he's not using an official adapter. With the right cable, you can use a handful of other GPS receivers by plugging them into where the headphones plug in.

GPS does not need an internet connection, as it connects directly to the satellite. It may work in Canada, I don't know.

PSP Gps is available, although you can't use the software included with the sony branded GPS addon for the PSP, it's for japan and therefore in japanese. The program in this video is called MapThis, which is free. Google it, and you can find many guides and forums that will explain how to install this. If you do, I'd got with the holux GPSlim 236, I had MUCH better luck getting locks and sats and it was much better overall that the 290.

The display is nice, and the map looks neat. But if it doesn't tell you audibly when and which way to turn, you have to keep your eyes glued to the screen. The road names turn upside down as the map turns making it especially confusing. Also, if you can't enter a new destination address and have it plan a new route, or if you make a wrong turn, what good is it? It only shows where you are on an image of a map.

It depends on which maps you get. You can choose to download maps of any region from Google Maps, MSN Virtual Earth, or Ask Maps. So if one of these services doesn't offer the kind of detail you want, you can try another.
