@oldschoolguitar No you don't have to activate them,your Kart will just go a bit faster than normal,if i remember correctly that is,been a while since i played it.
Yes you can play this offline against cpu.There is a Silver cup & Gold cup with 50/100/150cc & mirror mode races to unlock 4 other different racers.Tho the online play is a blast.
