They weren't "announcing" anything, This was a bonus video in the game for fun. You had to beat it on hard to get it. Up until the day they announced StarCraft 2, they still said "We aren't working on a StarCraft 2", so they didn't "announce" anything with this. Was the game actually in development then? Yes. But does this constitute an announcement? No.
