This is the third OVA (Original Video Animation) from Tsubasa: Tokyo Revelations.

The actual anime was a horrible wreck. I suggest you read the manga to Chapter 106. Then you watch Tokyo Revelations, read Chapters 136 to 166, watch Tsubasa Shunraiki and after that you read Chapters 180 to 233 which is the final chapter.

The manga may seem boring at first, but after Chapter 115 it becomes mind-blowing, bloody, and brilliant. It's a MASTERPIECE and is well worth your time.
