Yep, that's possible. You can also do it with a sniper, but it's very very hard

i can never seem to get road kills with the uav. is there some kind of trick to it? i always run straight through people but never get a kill for it.

I'm almost at 2,000 kills with the UAV and at least 10% are roadkills but 17% of my total kills are from the UAV =)

There's a vehicle perk called 'V ALT', allowing the use of a secondary weapon on vehicles.
