I think it has become (and maybe always was) difficult to get social services. The people who I see getting it are either those who are smart (and drive nice cars), or those who have good case managers.
There are people who clearly need social services, but those who end up getting it are those who know how to manipulate the system.
And then there are those who have kids irresponsibly and they get social services for 18 years, and not because they are such good parents, either...
U.K. News- A british teenager who raped a young boy was given a 3 year community order. 8 days later he raped a 5 year old boy and given a 3 year prison sentance.
The first victim's family pleaded for the community order becayuse they are Christian and forgave the teenager. It was too lenient in my opinion. The teenager wasn't placed on the sex offender;'s list until the second offence.

I think te 14 year old should go to prison because that's fucked up what he did. I develope at age 16 years old and now 19 years old im independant for the most. Yeah, this is definitely a difficult issue. Honestly, I think the most practical solution would be to hold everyone to the same punishment standard, but still allow them the chance for reform (so people who show genuine promise of reform can return to society again some day). Perhaps that's putting too much faith in people, but I'd like to think that even criminals can do good things if they're steered in the right direction.
Cruel and unusual punishment? What about the victims? These kids knew what they were doing, they're just using the system to not get in trouble. It seems the criminals are getting more rights than the public. I don't really know how long a prison sentence should last for a rape/burglary case, but if a 13 year old kills someone, let 'em burn. Criminals get too much independence. Better healthcare in prison, free food and sleep, yeah, they're struggling........Let the kids experience real life.
Locking kids up for life is disgusting, especially for things like felony murder. Felony murder sounds bad, but it is perfectly likely to be convicted of felony murder without ever committing a violent act. Maybe 10 or 15 years in prison or something. Much of this is very, very sad. They don't even know what their sentence means, they think they will never go to college or hang with friends again, but don't even realize it beyond that.

You can't have felony murder without someone dying from something YOU caused. They made the decision to not abide by the law, which in turn caused them more punishment. Don't be so quick to dismiss them just because they're "harmless kids". Why would you want a 13 year old running around raping more people? They know what they're doing. Stop giving them more rights than they deserve just because of their age. Kids know the difference.
I understand the impulse to feel sorry for someone who has a baby-face and is too ignorant to understand the depth of a life-sentence. OTOH, I can only say it would be fair to let them out in 10 or 15 years if their victims could stop being dead first. BTW, psychologically speaking, being the victim of a heinous violent crime like rape IS a life sentence for the victim. So my condition applies to them as well. Undo the rape, then they can get out.

There are kids (15yo) in prison for life for simply being present at a murder. We need to evaluate each case, but kids deserve a 2nd chance. They shouldn't be able to get away scott-free but deserve a 2nd chance.
Raping and killing isn't a mistake , it's an "on-purpose". Whatever I did "on-purpose" as a teen I was indeed responsible for. If I took a whole bottle of pills as a teen would I get only a 10-15 year OD or a permanent OD? I'm sorry, but SOME choices DO have permanent consequences. BTW "Simply being present"...does that include simply intending to rob someone and the other dude holding the gun slips and murders and the co-robber is charged as well? Somehow I think you would see it differently if it was your child. It is absolutely insane to lock a child up for life, period. Children make mistakes and I don't think serving 20 years is getting off lightly. Because they are so young, a life sentence is WORSE for them. Somehow I think you would see it differently if it were your child who was the victim of the crime. How would you feel if one of these baby looking offenders moved next door to you? If they truly change while in prison, parole boards do make reviews. Your argument is weak in my opinion, but you are entitled to believe that way.
I probably would feel that way, I'd probably try to kill the kid. These kids are getting life in prison without parole, as a matter of fact, many states now see life in prison as life in prison no parole (including my home state). I can't stand teens, but they are what they are. I know of cases where a kid waiting in a car gets felony murder charges, or someone will kill someone and a teen who wasn't involved helps their friend dispose or whatever and end up with life. It's just wrong.
I was in touch with a prisoner who killed an old woman, with a friend, to get a small amount of money. The victim's family begged for leniency, but he spent most of his life behind bars. He said he is not sure why he did it, and the leniency demand was what turned him around and made him get out and become a paramedic. He did a lot for prisoner rights while inside but then his sentences kept getting extended!
I think as events continue to unfold along wih the economy- kids are not able to get jobs- more violent crimes will be taking place. My generation is a very violent and hating generation-not all-but most.
Plus if kids see their peers getting away with 'murder' because of their age, and making excuses for them, guess what, it will all continue. Each person needs to be accountable for their behavior, regardless.

About the two loan officers who were tortured; I could be wrong but this was not legally justified. that being said; I think we are going to see more of these crimes happening simpley because when people have nothing to lose; they lose it.
I don't think juveniles should be tried as adults. The parents should be the ones locked up. Had they taught their kids right from wrong and to have respect for others from the beginning they wouldn't be doing these crazy things. I didn't say they should get off scott free. I do put responsibility on the parents for not being involved with their kid. Most kids who comment crimes are from broken homes to begin with. When I was 13 I wasn't raping old men or killing people. Maybe their brain isn't fully developed but there is a pattern in them that is clearly stating what they feel is right or wrong-violence and evil. Do I feel they need to go to prison for life? A life sentence here in UK is 15 years and up. It makes most people here angry that a lot of adult murderers are out in such a short time. Juvenile murderers are often out in 8 years and get a new identity.
I'd say 15 years is probably appropriate for these minors, because they'd hopefully be rehabilitated when they come out.
Those crimes were very serious, so the public needs to be kept safe from them.

I think teenagers can be sentenced to life in prison, but it does depend on the severity of the crime. I think certainly if they are 15 or above, I'd be comfortable treating them like an adult. Under that age, I'd be comfortable with pretty severe sentences, but I would be more focused on rehabilitation in their cases.

I see your point but if someone killed my mother, I would think that putting them to death would too easy a way out for them and I would definitely find some other way to make them pay for their crime. The problem I see is that when the guy gets out of jail, he will be no better nor ready for society than when he went in, and if the death penalty clears up this problem, I would personally kill someone if they raped someone, because that is taking away a persons rights and leaving a scarred shell behind. Conerning chragin juveniles as adults: Apart from anything it's the law. If you are a juvenile a different process applies, they ignore the law when they do this, so it is illegal.

There are horror stories of teens being abused, tortured, raped and the kid ends up killing the abuser, usually a family member and they get the book. I think te 14 year old should go to prison because that's fucked up what he did. I develope at age 16 years old and now 19 years old im independant for the most. Hell, when I was going to the library inmy hometown & I found a parking spot and I was pulling real close to the other guys car (Didn't hit it though) and they were standing outside and the kid saw what I was doing and as I was pulling in the kid said, dad I think he hit ur car & he was like 6 ears old. Yeah, this is definitely a difficult issue. Honestly, I think the most practical solution would be to hold everyone to the same punishment standard, but still allow them the chance for reform (so people who show genuine promise of reform can return to society again some day). Perhaps that's putting too much faith in people, but I'd like to think that even criminals can do good things if they're steered in the right direction.

Cruel and unusual punishment? What about the victims? These kids knew what they were doing, they're just using the system to not get in trouble. It seems the criminals are getting more rights than the public. I don't really know how long a prison sentence should last for a rape/burglary case, but if a 13 year old kills someone, let 'em burn. Criminals get too much independence. Better healthcare in prison, free food and sleep, yeah, they're struggling........Let the kids experience real life.

Locking kids up for life is disgusting, especially for things like felony murder. Felony murder sounds bad, but it is perfectly likely to be convicted of felony murder without ever committing a violent act. Maybe 10 or 15 years in prison or something. Much of this is very, very sad. They don't even know what their sentence means, they think they will never go to college or hang with friends again, but don't even realize it beyond that.

You can't have felony murder without someone dying from something YOU caused. They made the decision to not abide by the law, which in turn caused them more punishment. Don't be so quick to dismiss them just because they're "harmless kids". Why would you want a 13 year old running around raping more people? They know what they're doing. Stop giving them more rights than they deserve just because of their age. Kids know the difference.

I understand the impulse to feel sorry for someone who has a baby-face and is too ignorant to understand the depth of a life-sentence. OTOH, I can only say it would be fair to let them out in 10 or 15 years if their victims could stop being dead first. BTW, psychologically speaking, being the victim of a heinous violent crime like rape IS a life sentence for the victim. So my condition applies to them as well. Undo the rape, then they can get out.

We don't even allow children to drive around with each other in many states because we understand that teenagers are baby-looking adults. Didn't you make mistakes as a kid?
There are kids (15yo) in prison for life for simply being present at a murder. We need to evaluate each case, but kids deserve a 2nd chance. They shouldn't be able to get away scott-free but deserve a 2nd chance.

Raping and killing isn't a mistake , it's an "on-purpose". Whatever I did "on-purpose" as a teen I was indeed responsible for. If I took a whole bottle of pills as a teen would I get only a 10-15 year OD or a permanent OD? I'm sorry, but SOME choices DO have permanent consequences. BTW "Simply being present"...does that include simply intending to rob someone and the other dude holding the gun slips and murders and the co-robber is charged as well? Because that's not "simply being present".

Somehow I think you would see it differently if it was your child. It is absolutely insane to lock a child up for life, period. Children make mistakes and I don't think serving 20 years is getting off lightly. Because they are so young, a life sentence is WORSE for them. Unfortunately, our police-state government agrees with you and nothing ether one of us thinks is going to change it. The US is even a signing member of an international agreement keeping kids from being killed or jailed 4 life.

Somehow I think you would see it differently if it were your child who was the victim of the crime. How would you feel if one of these baby looking offenders moved next door to you? If they truly change while in prison, parole boards do make reviews. Your argument is weak in my opinion, but you are entitled to believe that way.

I probably would feel that way, I'd probably try to kill the kid. These kids are getting life in prison without parole, as a matter of fact, many states now see life in prison as life in prison no parole (including my home state). I can't stand teens, but they are what they are. I know of cases where a kid waiting in a car gets felony murder charges, or someone will kill someone and a teen who wasn't involved helps their friend dispose or whatever and end up with life. It's just wrong.

I was in touch with a prisoner who killed an old woman, with a friend, to get a small amount of money. The victim's family begged for leniency, but he spent most of his life behind bars. He said he is not sure why he did it, and the leniency demand was what turned him around and made him get out and become a paramedic. He did a lot for prisoner rights while inside but then his sentences kept getting extended!

A sense of right and wrong - and how far a person will compromise that sense of right and wrong. When excuses are made for behavior because you are a kid, at what point does the kid flip over in their mind and say, Now I am an adult and responsible. Some parents truly rotten, drug-addicted, selfish people. Why they have kids - who knows. On the flip side, there are very good people out there trying and trying and getting no where.

About the two loan officers who were tortured; I could be wrong but this was not legally justified. that being said; I think we are going to see more of these crimes happening simpley because when people have nothing to lose; they lose it.

I don't think juveniles should be tried as adults. The parents should be the ones locked up. Had they taught their kids right from wrong and to have respect for others from the beginning they wouldn't be doing these crazy things. Spare the rod spoil the child is becoming more and more apparent. DEMCAD I think 18 will stay the legal age, if they raise it, what's to stop them to go to 25? I've been supporting myself since 18. I can't imagine a 24 yr old being considered a juvenile. That's crazy.

Parents can't prevent bad influence but they can teach them what a bad influence is. If a kid acts out to the point where they may spend time in jail then let them. Let them see what their future is if they continue. If they do something serious, rape, murder then the parents need to be held accountable. Unless the child is mentally ill.

I didn't say they should get off scott free. I do put responsibility on the parents for not being involved with their kid. Most kids who comment crimes are from broken homes to begin with. So the parents have failed from the start and the child doesn't know any better cause chaos is their environment. "It's all about the influences, their friends etc." That's what you posted and made that out to be a reason why. So if parent(s) lets them hang out a bad kid then that is on the parent.

When I was 13 I wasn't raping old men or killing people. Maybe their brain isn't fully developed but there is a pattern in them that is clearly stating what they feel is right or wrong-violence and evil. Do I feel they need to go to prison for life? Clearly somethings wrong in their head. I, as a female, don't want these guys on the streets. My heart goes out to the victims. We need to get in these schools and take control of them. A life sentence here in UK is 15 years and up. It makes most people here angry that a lot of adult murderers are out in such a short time. Juvenile murderers are often out in 8 years and get a new identity.
I'd say 15 years is probably appropriate for these minors, because they'd hopefully be rehabilitated when they come out.
Those crimes were very serious, so the public needs to be kept safe from them.

I think teenagers can be sentenced to life in prison, but it does depend on the severity of the crime. I think certainly if they are 15 or above, I'd be comfortable treating them like an adult. Under that age, I'd be comfortable with pretty severe sentences, but I would be more focused on rehabilitation in their cases.

Yeah, lots of people in prison here in USA, lol. I'm in Oklahoma - they sent a guy to prison for 93 years in Tulsa for growing marijuana. Due to prison overcrowding, Oklahoma paroled him. He moved to California, where the same "violation" is legal. Then Oklahoma finds out he's growing pot in California, after California released him from his parole., & want him back to imprison again even though he lives in California & what he's doing in California is legal there! I see your point but if someone killed my mother, I would think that putting them to death would too easy a way out for them and I would definitely find some other way to make them pay for their crime. As for an eye for an eye, violence begets violence and it almost reminds me of a time when everyone did what was right in his own sight, often without punishment and I definitely wouldn't want to go back to those times. Even if I were to put the kid to death, it still wouldn't bring mom back.

I never said that putting them to death would ease the pain of anyones loss or bring the person back. My point of view is, if they kill someone else, why should they have the right to live? No one has that right to kill someone else unless it's self defense. There are too many evil people out there today and it will only get worse if they keep slapping them on the wrist. Your point of view is understandable, but there are other ways we can punish these murderers besides putting them to death or keeping them in jail for life. One way I can think of is to use them for scientific experiments as well as not letting them in contact with the rest of society. Maybe this way, they can at least help with finding a cure for cancer or AIDS. I am saying this should be used for those who have commited the most heinous crimes.

Well, if a 13 year old rapes someone, anyone for that matter, they should be punished. And I know for a fact that there are worse things than death. The problem I see is that when the guy gets out of jail, he will be no better nor ready for society than when he went in, and if the death penalty clears up this problem, I would personally kill someone if they raped someone, because that is taking away a persons rights and leaving a scarred shell behind. There is no greater wrong than that, for me.

I agree aids does need to be in the news a lot more, if it was ppl wouldn't be sleeping around like they do and spreading it. I would say a person over the age of 7 is responsible for their actions, you know what your doing at that age and can make choices you know that will effect yourself and others around you.

I would be interested to see some studies on youth recidivism for violent crime. My hunch is that if they were that violent in their youth, they'll likely be more violent in adulthood. I certainly wouldn't feel comfortable signing their release papers!

i think that people who would rape elderly women will do it no matter how old they are but their brains will just be more developed and they'll probably get caught after dozens of times rather than the first time. there are certain criminals that aren't salvageable. robbery and drugs deserve a second chance even manslaughter but sexual deviants do not change.

The governments idea of solving the problems are cutting services and jobs of working people right now. But keep giving cost of living raises to all the retirement legacy benefits of city employee's who retired after 20 years with 50% of their salaries... That makes real sense!

I don't think minors should be sentenced to life in prison for anything. They certainly shouldn't be given the death penalty. They would be better off being placed in some sort of rehabilitation, reform or counseling of some sort because many of them who commit such serious crimes came from abusive and or unstable households and backgrounds with no positive role model or influence.

I don't believe juveniles who committ a crime in response to abuse should be tried at all. There are horror stories of teens being abused, tortured, raped and the kid ends up killing the abuser, usually a family member and they get the book. I think that's wrong and I think justice is they get off the hook completely. A kid suffering from abuse should never be tried for going nuts.

Yes, forced cuts in local services. Local govt will not be able to sell bonds when the Federal govt drows out all possible bond demand with its trillions in auctions. And as bad as US Treasuries are, they always have a better credit rating than local govt. After all, "Sacramento can't print money".
