The company creates concept cars to see how the public would respond, because yes, the company can make the cars, they have the money to make almost anything they can dream up, But they are basically testing the waters to see if people get excited or say, "thats stupid" so that they'll know if it would be cost effective to begin production on said concept cars.

If you recall, both the Chevy Camaro and Dodge Challeger were "Concept Cars" back in 2004.
