Heechul is a Public servant not actually as a soldier just like Kangin becoz of his leg injury ....he's got metal rod on his leg before becoz of the car accident. all Korean men who has been in severe injury, sick etc. before has a privilege to low their military job. Instead, they will become a public servant. So, that's what happen to Heenim. They allow Heechul to do stuff ( like tweeting, weibo-ing, meeting up some friends, etc ) only on his free time, before or after work, holidays and hi

i'm so happy that his civil service in the army is not that strict so that we can see him :)
