yes, they are self propelled, but the FEC Railway uses Automated Train Control, and these cars arent equipped with it, so they are pulled by an FEC engine.
@juvmol I've seen one of UP's EC-5 inspection cars, back when I lived in Texas. They occasionally had it tied down, along with a track geometry car, in Sugar Land Yard.

the one I seen in california looked like a luxury cruise double deck bus

It became FRA Policy this year that their inspection cars have to be pulled by the host railroad's locomotive.

Lucky! Five stars. They're doing a lot of testing lately. I've seen videos of them on UP, BNSF, and CN track.
