We have a Westbrook traction elevator from 1969 that looks awfully similar to this at my college campus.

Appears that Monarch was based out of Greensboro, NC. One of their mechanics left to form Southern in 1949, it seems. From my research, Dover acquired them in 1961.

I think that the clicking between floors aren't relays, but contact switches to give floor position.

it was a truck outside.  it was backing up to the building next door i believe.

Hey, wait a minute...I've seen an elevator like that! I found it at St. Joseph hospital and fixtures look like that, except the control panel inside is by Montgomery. And that one I rode at St. Joseph is by Murphy Elevator.

Interesting elevator. Also weird how they control access to the floors. All of the old elevators I saw had keyholes in place of buttons for restricted floors.
