The second piece is not a waltz, it is a polska -- a traditional Swedish dance with an assymetrical beat of three. This waltz and polska could be played at any dance. Tunes that were composed for weddings usually indicate that in the title of the piece. These don't.
The waltz and polska (a dance with an uneven beat of three) are both traditional dances in the folk culture of Sweden. They are still danced in Sweden at any event where musicians and dancers gather -- weddings, private parties, community events.
