I think they cut a crack to release pressure from the removal of the rust area, so that the surrounding area wouldn't naturally crack uncontrollably.

I'm not sure, since this video is made by the product's manufacturer. However, I would imagine the cut is made to clear debris and make a good smooth surface to apply the cement too.
