As for the NJ case, flares taped to fishing line attached to helium balloons, supposedly, only problem is, wouldn't such fishing line burn it off after a very short time in the air? the experts suspect they are from the future but this is not proven as we dont know enough about the nature of time travel as yet and it could be that they are also from a paralell dimension depending on how time travel works in practice.there has been alot of debate in the circles of power as to why they seem reluctant to return fire,could be because of the grand farther paradox or it could just be that they have nothing to fear from our primitive technology and so theres no point.

Actually the u.s. military and the u.k. military and many other governments around the world are ordered to shoot ufo's down,I've been studying this for years and have several documents from Greer which state specifically to shoot them down.
