Unfortunately, the PLO didn't hold up to their side of the agreement after signing the Oslo peace accord. The agreement called for the ending of terrorist attacks in Israel, and Arafat continued to preach the value and need to continue the attacks he signed it. Once that happens, I think it's safe to say that the agreement would have been voided and you can no longer make the argument that Arafat recognizes the right for Israel to exist.

The PLO indeed wrote a charter dedicated to destroying the Israeli government. Their acceptance of Resolution 242 and the Oslo peace map made this irrelevant. As with Hamas, their charter was written when they had no political clout and its message was abandoned once they had legitimate political power.

Similarly, Egypt and Jordan were all for destroying Israel in the aftermath of 1948, but today both have peace treaties with Israel.

The caller is correct. Regardless of Arafat's involvement in the Oslo Accords, the truth of the matter is that the PLO charter still calls for the destruction of the state of Israel. It was never removed. Just because Arafat recognized Israel's existence doesn't mean that Arafat's ultimate goal wasn't to eventually completely eliminate Israel.

gaza was occupied by egypt and the west bank was occupied by jordan until 1967.
