This is incorrect...please rewatch the video again. It's supposed to be if Ra is silent and preceded by a kasrah but followed by a letter of Isti'laa then it's tafkheem.

yes the date is important. Allah revealed the Qur'an over 23 years (2 decades) and the Qur'an is divided into Makki verses (before Hijrah) and Madani verses (after Hijrah).

The verses of the Qur'an came down at certain times in certain contexts. Makki verses are mainly dealing with Allah, Tawheed, day of judgment, heaven and hell, stories of the past, morality, belief, etc. whereas Madani verses are mainly laws, legislations, dealing with non-Muslims, etc.
