IQ of a country does change when it has access to education and modernity. It is only fair to make judgements when you are comparing the IQ of people who've had the same access to education, etc. This it notably true when it comes to the Middle East, because many of the ethnicities from the Middle East are very intelligent so it doesn't make sense for them to be scoring such low IQs.

What are the methodologies of the study ? During second world war south European immigrant,blacks , Jews and Slavic people were not allowed to join American Army because they used to be considered people with low IQ.Do you know what were some of the questioners ? @Ooloosoon : Academics keep talking about "brain size" while it's a well known fact that an average person only use 10% of their brain's capacity. So all homosapiens are pretty well same if you average it out.

Many white babies do get more exposure to music, gymnastic, swimming etc due to the culture they are part of which may raise their IQ test score. But that doesn't mean they are likely to use their creative potential more than someone who really want to do better in their life.
