So, so many times I have laughed inappropriately at concerts, the opera, the theatre... even when the performance is excellent, if the person I'm with leans over and whispers something inappropriate then I'm gone. It's funny because they are in a controlled environment, in which you're not supposed to laugh (similar to being in church). The dramatic music also makes the Pez dispenser's sudden appearance funnier.

What makes this scene funny is how Elaine tries to contain her laughter. It's just one of those silly things that randomly make you giggle at an inopportune time. We've all been there when a friend does something to make you laugh and you try not to laugh because of where you're at.
