It is the Team Blast Glitch. It is used to speed up the filling of the Team Blast Gauge.

No no no, everything about the run's rules is ok. Back in the sumer of 2009 I got all confirmation and things that the run could be done. I just want to know if you guys think it is worthy of being good enough to be on SDA.

It looks pretty good, despite having room for improvement. But I think you should read the rules carefully at Speed Demos Archives. I'm not fully sure, but I don't think they accept a short story for a submission. A full story like Sonic, Dark, Rose or Chaotix' can be submitted, but I'm not sure about this. Also, I think they have a very strict policy about glitch abuse. You should ask on the forums if it's submission worthy.

I'm pretty sure he already asked around SDA and that's why he used it. It's not a game-breaking bug that leaves the game boundaries. It can "break" the game's difficulty when you know the timing to it though...
SDA does allow a certain extent of glitching in speedruns.
