All States need to do this! I have contacted my State Congressman to seek criminal charges against Bush and Cheney, I along with alot of people in my state would love the chance to vote. There should be a trial imposing criminal charges for their crimes! All citizens of the United States should request to be heard in this matter, Urge your state to do the same, I have, and will continue until something is done, or vermont may get some new citizens

They do have the authority to do this and they can make it enforceable. Article 6 says that if you violate the Constitution, you have committed perjury. They have the reserved power under the 10th amendment to enforce the Constitution. As for majking it enforceable, they can either extradite Bush wherever he is located or track him down with bounty hunters, or call forth the citizen militia in that town and also have him arrested under citizen's arrest and extradited to Vermont.
