To confirm when uploading straight from the 4S to youtube it will be uploaded at 720p, however the quality will still be ALOT better than a 720p video uploaded from an ipnone 4 (i've tested both).

Also bare in mind that youtube reduces the quality slightly when you upload any video (in the file conversion) so it'll never be as good as the souce file.
