It's perfectly democratic to elect a president without having a popular vote. Many functioning democracies nominate a head of state on the basis of a parliamentary majority recommendation.

Democracies can still produce dangerous outcomes (Hitler). However, there are checks and balances to avoid such outcomes. The EU president will only remain in office for a maximum of 5 years. He/she will be endorsed by a 65% majority of commissioners who in turn will be appointed by the democratically elected parliamentary majorities in their countries of origin.
You may hate Tony Blair but need to understand that he can still be elected President democratically without a referendum.
