@nemoryer you can try st. tropez skin illuminator, its not shimmery but gives a blue hue almost like a dewy look. Or nars orgasm illuminator but i think that one is shimmery

You probably just need a more pigmented shadow. Usually the higher end brands have better pigmentation, but it's usually not too difficult to find some highly pigmented drugstore products.

You could try using an eyeshadow primer. One that a lot of people use (including me, I've converted one of my friends too!) is Urban Decay Primer Potion. It might seem a little pricey, but a little goes a long way and it makes even the cheapest drugstore eyeshadows look vibrant!
