Noynoy is a honed "bolero". Their clan tried to escape the CARP by diverting a big part of the Hacienda Luisita to an Industrial Estate, a Commercial Complex, a hotel, and now to SCTEX. And, the remaining land, now lessened due to the above scheme they implemented, still escaped CARP because they used "Stock Distribution" scheme to get away from giving the land to the farmers.

Some of you may think that agrarian reform means distribution of land freely to the farmers. Certificate of ownerships may happen decades after. The land myabe declared under CARP but the actual ownership is another story.
Some of you may think that if a farmer owns a piece of land, he is better off than one who works in the city as a skilled worker.
