Bullterrier's love tug-o-war games, this just looks wrong because the dog is chained, i don't think chaining a dog is a good thing but the rough and tumble games are fine as they love it, he keeps them strong and fit.
The problem is only if they are making them strong and fit to fight them, to the dog the game is always fun, it's the intention of the owner that maybe a problem, is he playing to keep the dog healthy or to prepare him to do wrong??
You Play like this with dogs when you train them to.. what do you call it? anyway, bite on objects and pull back. It´s part of a training you do with guard dogs, its just a game and dogs love it!
The dog is tied up so he cant move forward with the shirt. He is simply learned that always pull back with it :)

And any good animal trainer will tell you that you do not let a dog tear up your clothes or chew on your shoes because they will think that it is ok to do even when you're in them. Besides, why would anyone get a dog all riled up to the point of them tearing up clothes? What kind of play is that?
