Yeah it would include a Horizon Cafe car, but in MSTS, that is not the case.. Me and Travis have the same Horizon Amtrak cars set before it disappeared. There is no horizon cafe car in the pack. Currently, there is no Amtrak Horizon Cafe Car available in MSTS.
It isn't because people don't like him. In the actual consist, there are 3 horizon or amfleet coaches, a cafe car, a baggage car and 2 locomotives on both side of the train. As for the phase 5 cabbage, this is just because they are not available. Either people made it for their personal use or it is complete but permission is pending for releasement.

your consist is incorrect. it should be: Loco, Baggage, Amfleet Coach x2, Horizon Coach, Horizon Cafe, Loco, if run with 2 engines

Actually, it's normally 4 horizons, or 2 amfleets/1horizon coach/1horizon cafe.
