@GearShotgun same here, but I figured out how to fix it, first u need to load the Auto save, the one in geirmunds hall at the entrance, then go out side to skyrim and then back in again, that should do it :)

@Zzzapppify i think its a glitch the game autosaved after a while, i reloaded it and they were all where they were supposed to be and i could turn them
