Dhalsim has a long range advantage. And Sagat try to fight that with projectile (I'm sure u see how hard he tried). Eventhough he is desperate to get in range to do huge damage.

Dhalsim's Yoga Tower (d+PPP) can avoid throws and low/mid-level attacks. After the initial animation is finished you can cancel it with any attack.
