it's the birthday of Imam Hossein event, so they're clapping. in Iran during these days you can see most of the streets have celebration. Just in Moharram when Imam Hossein was martyred they do what you said

Thanks IranianDokht, I hadn't realized. It's actually hard to tell from the content of his singing whether they are mourning or celebrating. He asks people to remember, for example, how they cried for Hosseing or how they beat their chests with grief...
