Gun buybacks just give an incentive to stockpile, buy or steal guns. The rewards in my area are usually chosen with young black men in mind, too. Not only do the same kids come back with guns year after year, but when buybacks are close together some of them will use money from the 1st buyback to get even more guns for the 2nd buyback. Then the police claim "success" as the number of guns goes up each year after year, when really all they're doing is encouraging illegal gun possession and sale.
