Serotonin (5-HT) does not bypass the blood-brain barrier and is thus pharmacologically inactive - this also means that although 5-HT is biosynthesized in the liver, the results never reach your brain. However, this biosynthesis also occurs in nervous tissue. The precursor 5-HTP crosses the BBB and is metabolized to 5-HT directly in the brain.
