it my look as though he is spraying some sort of oil however i can say for sure he was only using compressor air lance to blow the existing dust and debris out of the kicker.

If you don't have an oil catcher on the lance, you might as well chuck a bucket of MRO over the whole job.
We supply placement teams and 3yrs ago had a kicker fail. The engineers report found oil residue on the steel and on the 'keyed' areas.
Probably due to one such moron.
A disturbing and fair point, i couldn't say if the device you mention was used or not as my priority is the pump and the operational safety there of.
