this is how i download cs
step1. i download the zip file
step2. open file
step3. extract file to style/themed folder
step4. cut and paste file to style themd

It's way easier than that! Just save it to desktop and extract it to C:\Program Files\Atari\RollerCoaster Tycoon 3 Platinum\Style\Themed
And you're done.
