No, these sorts of cartoons were just animated cheaply at low frame rates (about 10-12 per second, sometimes less). In fact, the earlier you go into the history of cartooning, you'll find animators use higher frame rates than are commonly used now (closer to 30 per second). Also, eyes don't have frame rates, they perceive in a constant stream, whether or not your seeing the differences in frames on animations or films is based on your brain simply recognizing the image changes.

@hypotheticrealist Right, but the brain's ability to recognize the image changing might increase as we get older which might account for the cartoons seeming cheaper the older we get. Eyes do indeed have frame rate capability, otherwise we would see the scrolling action in monitors that is visible when we point a camera at a monitor. Cameras as you know record many more frames per second then the human eye can intake and translate to the brain; otherwise movies would be pointless :D

The brain doesn't constantly recognize the world around us at the same rate of time or detail, that would be a waste of energy and that is why animations and film work the way they do. Again, the human eye registers everything as a constant stream - it does not need to take individual images like a camera, it merely registers light and the brain interprets that light.

I do remember this, and the fighting game Double Dragon V: The Shadow Falls, made to showcase the other enemies from this cartoon (I think). I don't understand why they changed the characters so much, though. They only appeared as these masked, barrel-chested fighters in this cartoon and that game. Odd choices.
