Right to work laws prohibits employers from choosing a union shop. Even one without dues.
And if union shops are so terrible then both workers and employers, choosing to work for or accept one, should get rid of them in a free market. They shouldn't be legislated away by politicians.

This is how the Repubs worked. They use Orwellian Language, they wanted to destroy workers rights so they called the Taft-Hartley Act the "Right to Work Act"
Republicans and southern democrats overturned the veto. So the old GOP was not as liberal as many think.
