Not bad for a prototypical Cookie Monster, although Jim Henson would eventually make the right choice in Frank Oz for CM's voice and personality.
Even in the early Sesame days, Cookie debuted as a very primitive creature who didn't say much more than, well, his first name. I believe the "If I Knew You Were Coming" skit with Ernie to be his first Sesame appearance, if not among the first few from 1969. They probably made him evolve more so that kids wouldn't be so scared of him.

The computer voice I heard in this clip sounds like Jim Henson. Who was playing the evil Cookie Monster in this clip? I didn't think it was Frank Oz. It didn't sound like him.
The part that made me laugh was during the end when Cookie Monster exploded.
@EngineerMK2004 Mostly, yes. But some of it is understandable, or it wouldn't be so funny. Like the methane thing... and comparison of the value of the pieces.
